Taiwan's industry was literally put in place by the United States using fucking Dutch technology developed by US corporations, and given favorable access to Western markets. Thus Taiwan is getting perpetual aid even if there are no transfers.

As for China, the reason America sent anything to China was to split them from the Soviets. We basically promised to build them up and give them access to our markets(see opening of China) because had we not we would have lost the Cold War. The Soviet Union went bankrupt because they were surrounded by powerful and hostile enemies that drained its budget. Not because "muh communism".

America continued to give China favorable access to our markets even after the Cold War to scare the shit out of the Russians to pressure them into effectively subordination. It was our strategy. It failed because BRICS and because of Putin. So now we're trying to stop and even reverse Chinese growth.
