Absolutely no one needs 1 billion dollars or more to live, especially when people are dying of hunger and being enslaved in other parts of the world. The highest amount of money and real estate a person should be allowed to accumulate is 50 million or so, even that is way too high, when a person exceeds this limit all that money above the limit should be distributed to the poor.
