Once again, the reality is that teachers unions are so strong that its basically impossible to fire teachers in many school districts. When teachers crash out/give up in those districts, the schools just have to keep paying them to do nothing until they retire because it would take years of litigation to actually fire them.
Schools are absolutely showered with cash in the US, its just squandered on administrative bloat and other amenities instead of actual education.
