He's not a willing agent but the Thalmor want to capitalize on the civil war and weakened state of the empire. The Dragonborn siding with the stormcloaks would result in the Thalmor getting raped if they would ever try anything though and as soon as war is back on the menu the empire can finally drop the talos ban and could offer a united front with Skyrim against the Jewmer threat.
