The government should create facilities where people like this can be taken to where they will be fed and housed.
In return they are monitored and provided basic skills training.
The facility will be at least partially self sustaining by using them as cheap manual labor.
They won't be prisoners exactly, they would be allowed to go on supervised visits to nearby communities to buy personal items or look for apartments and jobs.
Its not a perfect system, but it gets these people off the street and at least creates a system where they can be monitored and cared for instead of just roaming the streets outside of society as some wierd underclass of modern nomads.
