The government (men) protects women from other men (non-government) and allow them to extract wealth from the men that fuck by various means. Sometimes a dumb bitch steps out of line and the government makes an example of her to increase sexual marketplace value for women as a whole. Either way, the only ones who benefit from this system are women.
We are starting to see the cracks form. The government is realizing that they may have pushed men too far, and that single moms (the most numerous recipients of welfare) aren't perpetuating the system, as men have withdrawn and "gone on the defensive".
