This is the type of principle that sounds good on a surface level (if you are dumb), but when taken to its logical conclusion results in a complete collapse of incentive structure, and the most capable people in society will just be slaves working towards someone else's cause, plagued by mediocrity and unfulfilment.

It depends on where that surplus value is going. If it's getting efficiently redistributed back to the welfare of the population and not siphoned off by a parasitic elite then that is theoretically how one would maximize the general welfare

If you had everyone produce as much as they were able to while consuming as little as they needed to then that would produce the theoretical maximum amount of surplus, which if it were then perfectly redistributed to improving the quality of everyone's lives would be how you would maximize the general welfare
