Probably because they’re not wanting to blow their whole reserve when NATO comes in after Ukraine falls, which they would in some event in Poland or something. Putin probably also rightfully views failure or retreat in the war as a delegitimizing force so he’s got this balancing act to wring Ukraine enough to get them to negotiations, and as long as Ukraine revels in the deaths Russia endures, those losses aren’t HIS fault, they’re the drone operators he can wedge against.
So everything’s in holding, like WW1. Whomever can’t afford the fight first loses.
