They should only be allowed to sign up for a 1 year at a time period. But upon agreeing to it, they relinquish their right to vote for 3 years. Each year they continue to accept it is 18 months (1.5 years) consecutively. They can also choose to agree to payback up to 80% at their own discretion to reclaim their right to vote.
