Psychopathic behaviour (and dark triad in general) is the source of most of society's systematic issues. They go through life metaphorically sucker-punching everybody they come across, reaching positions of power through acts of sabotage (except for the lower IQ ones, who merely end up in jail), and once there, giving nothing back in return.

"Violence is not the answer", "if you kill your enemies you're just as bad as them" and so on, are lies perpetuated by these type of people. They know that the logical answer to a being who is, by design, unable to collaborate and act in goodwill for the better interests of society as a whole, is to erase them permanently. It is already known that there is no cure for their behavior, so allowing them exist is nothing more than to inflict unnecessary damage to the greater whole.

The people administering the diagnostics would have to be as separate from each other as possible. Not be a "group" per se. And this probably, would have to be a stage that comes AFTER the forceful removal of psychopaths from positions of power.
