California Dept of Toxic Substances Control considers any leak over 1 gal reportable and any leak over 5 gal a spill requiring a total system shut-down, inspection and verified clean-up. By "verified" I mean a report filed to Cal DTSC where they automatically issue a fine which starts at about $10,000 depending on the severity. Because of this, all fuel pump trucks in California & similar states have scully systems that will automatically kill the flow if positive pressure or bonding is lost. A legal Scully install is like $8k per truck, yearly inspection is about $400, and it's why California has higher jet fuel prices.
Now if you're a big airport and a big foreign airline backed by a government (most) this is a marginal price to pay for no spills. But American is run by jews and hire niggers who cut costs everywhere, and American Eagle doesn't make money. AE exists because the government says it has to and the government pays them to serve small airports, so American Airlines cuts corners and lets literal actual dumb fucking NIGGERS pump jet fuel because they are willing to work for min wage.
Which is the other thing, California doesn't allow airport workers who are expected to preform "hazardous" work be paid min wage because the state govt wants them all having special spill training now. Texas also does not do this.
