On the tower site you've got the tower itself, the deluge system with water tanks, the fuel/lox tanks, all the pipes, all the concrete, etc.
The booster is engines, pipes and big-ass tanks
But mainly, they have one tower that exists in one place and nowhere else
If that gets damaged, every launch is pushed back until it's fixed, and that will involve red tape from lots of different agencies
Whereas they can make multiple boosters at multiple sites and ship them there, and if one of those fails testing, they can use a different one

Firstly it's designed mostly for sub orbital point-to-point launch and landing basically a C-5 Galaxy materiel delivery system. So with a full payload, it won't have the fuel for a full orbital flight. But it can be refigured for orbital of they want to and they will test it, but it's not the point of it.
