Tariffs for instance do make sense when you think about great power politics. If China and the US get into a war, the US has to win quick, simply because the chinese have a lot of tooling that can be setup for weapons production so long term war is not in the US favour. This is partially why you're seeing insistence on these massively technologically bloated projects like F-35 - the production during wartime isn't a consideration because if it comes to this the US has already lost. This isn't a position any great power would feel comfortably in, for instance if you look at Imperial Japanese planning just before WW2 their big concern is securing resources that would allow them to long term build an industrial base needed for total war, independently from the world markers willingness or unwillingness to provide them. So for the US the only way to overcome this problem is to bring the manufacturing(and with it - the tooling) to the US and to do so you have to leverage gigantic purchasing power of Americans and just make the access to that purchasing power dependant on manufacturing things in the US. Mind you that this is not going to make Americans richer, but that's why it's wrapped up in showmanship.
And you see you'd think this is insane but Biden has never walked back on the tariffs Trump introduced during his first term, neither he went back to old NAFTA rules, TTIP wasn't being resurrected etc. There's a bipartisan agreement on this policy.
