For 25+ years in russia there's this weird collective propaganda cope that goes something like this:

Secondly, many of those things were in fact forbidden in russia and the state specifically had to liberalize them as a point of great propaganda, such as just in 2019 they've finally allowed people to collect deadwood as free firewood, because the poor fucks didn't have money for firewood and could freeze to death.
A lot of this cope comes down to partially true or fully fake "stories of butthurt emigrants", which is a popular medium in russia since the 90s. That's when the person whom left russia "uncovers just how bad things are abroad". Some of these routinely would focus on "hurr-durr I went to the woods to gather berries and mushrooms, like we did always in russia, and got fined?! wtf stupid country". Often the partially real stories would have context (lost when spewing this bullshit) that people tried to pull this in locations where it was obviously not okay to do those activities, such as city parks where they'd try to get a fucked up amount of stuff.

I often get asked why people won't leave cities under Russian attacks. The truth is there is no simple answer to that - many (most) do leave. These are often elderly people who cannot work anymore, and it is much harder for them to adjust in a new place.

The main point is Russia must stop making their lives a living hell. Each Ukrainian city Russia "liberates" is, in fact, destroyed.

There's this half-joke principle in russia (supposedly first noticed during czarist times) which sounds something like "the strictness of our laws is offset by not needing to follow them". it comes down to a couple of things:
- super widespread corruption, where things are technically illegal but people don't consider them so because it's trivial to pay off the issue;
- the regime itself is big and inefficient, so even when it tries to control something there's usually ways to slip through the cracks, especially when the country is big and so it's hard to control everyone even if you'd try, this is becoming less of thing as time goes since automatic surveillance shit gets employed and also people gravitate to larger cities, something which could easily be done in a rural setting becomes an issue when you live a 1M+ city;
- the state itself doesn't value laws in the western sense, those laws and rules aren't actually laws and rules, but just a mechanism to keep everyone potentially on the hook for something, should the state need to find something to get the person repressed, i.e. there are laws which aren't enforced at all, literally nobody gives a shit, however if they need to create issue for you specifically then suddenly it will be enforced;
- lack of laws to regulate specific things, because the state never got around to the issue (something wasn't a thing during USSR times, or the state didn't care, and then USSR fell and the state didn't view the issue a priority), i.e. a ton of things were possible in the 90s and early 2000s which got regulated to shit during 2010-2015 for example;

What does this mean?
After Minsk, Istanbul, and Alaska, it has become clear to everyone that Russia is simply stalling for time and doing nothing to actually achieve peace. Its words are worthless. They are aimed at those Western politicians who still hope for "agreements" with Russia and rely on the system of rules and checks and balances that existed in the past, during the Cold War.

Russia talks about negotiations and diplomacy only for its own benefit: to divert attention, to gain time while continuing the war and the arms race, and to proceed with mobilization. Russia talks about negotiations while sending drones into European territory, carrying out provocations at sea and along borders. It continues escalating because it sees no resistance.
Putin no longer understands where his borders are, because no one is clearly showing him.

The only diplomatic language Russia understands is the wall of drones - the defense of one’s own borders, the shooting down of military aircraft and UAVs that violate NATO and European airspace.

Turkey’s decision to shoot down a Russian military jet in 2015 after it entered Turkish airspace for about six seconds is a brilliant example of a language Russia actually understands.

Just soviet inheritance things. Normal countries had their laws organically develop over decades and sometimes centuries. USSR basically threw normal laws away and created its own parallel world of bullshit. And that was the starting point for everyone in 1991. For example, during the early 90s there would be no laws against ponzi schemes... because these did not exist in USSR (because there was no free enterprise to create a cover for it and make it possible), so only after a number of major ones ravaged the country were such laws enacted. Basically soviet reality had little in relation to the normal world, so when USSR fell in 1991 the newly independent countries got a baggage of soviet laws and no laws for normal things. You couldn't fix that in a year or even a couple years. But yeah, at some point when the most obvious things got covered the efficiency of reforms died down. It's not a uniquely russian issue. We had soviet laws and rules even up to 2014 and 2022 in some areas, maybe it's possible to still find some.
