Take a look at the world around you, there's your answer.

In the past you had to actually be noteworthy to be influential, or to even be seen/heard by anyone outside of your tiny community, so the NPCs were generally be guided and influenced by non NPCs and behaved better because of it. Now that anyone can get their name and face out there we have this feedback loop of stupid NPCs influencing other stupid NPCs to be even more stupid NPCs than they were before and then those NPCs influence the next group of NPCs to be even worse, and so on and so forth.
