LONDON — The provider of online message board 4chan has been fined £20,000 by the U.K.'s communications regulator Ofcom for failing to respond to requests for information about its compliance with the Online Safety Act.

Ofcom will also impose a daily penalty of £100, starting from Tuesday, for either 60 days or until 4chan provides it with the relevant information, whichever is sooner.

Suzanne Cater, Director of Enforcement at Ofcom, said: “Today sends a clear message that any service which flagrantly fails to engage with Ofcom and their duties under the Online Safety Act can expect to face robust enforcement action.

you have to remember, OfCom is just a company. Sure, they're a company under the employ of the UK Government, but they ultimately carry zero real legal authority to force people to do anything, they have to appeal to the UK Government for that. They may have sold the programme, inclusive ALL rights (DVD, streaming, etc) in that territory to a foreign broadcaster. And I'd imagine it wasn't them responsible for the idea of region limiting DVDs either. You do realise they have no way of actually proving you're watching tv. All they can do is go around with a detector van, then send their goons to harass anyone who appears to be receiving a signal, or send you threatening letters with "fines" that would never hold up in court. They are not police and they do not have a Crown Court warrant. You are under no legal obligation to let them in, show them any equipment you have or explain what you're doing.
The worst they can do is ask the actual police to pay you a visit, but if the police answered every one of those calls they would all be working double shifts. By the time it escalates to issuing a warrant to search your house you will be older and wiser, realise tv is all slop and start looking for torrents of classic films instead.
