Imperial Japan was searching for raw materials because they had been cutoff from trade, and they were not making much money from trade before. They mostly exported silk and the price crashed during the great depression, then they got tariffs on top.
Japan has plenty of reserves and products to trade, they dont need war to get oil or food.
