probably 2 things:

1. He realised that just about everything that people believed about the government was true all along. All of it, from every angle, top to bottom was corrupt in some way. If he pulled on one thread the whole thing would collapse and cause massive issues within the country, so he was powerless to do anything about it. So he joined them for personal gain and became president.

2. He is aware of how many people died from his descisions, either directly or indirectly. It's millions. He now has empathy and maybe, secretly, agrees with his enemies.

These kinds of things would make anyone bitter.

Didn't he want his legacy to be reforming the health care system for the better good?
