One of Hitler's first moves as Chancellor was to close the Bauhaus. He and the people closest to him loathed the Modernist movement. They thought Brutalism was barbaric, flat facades and human proportions were fake and gay, De Stijl and the International Style as passing trends. The problem is that Nazi architects sucked at proportion and didn't understand some of the math behind Greco-Roman construction so while rejecting the Modern, they also failed spectacularly at replicating the ancient.

Modernism was picking up popularity at the time. Speer was trying to strike a balance between the past while looking towards the future. I don't think it was successful but it was still better than Modernism.

The bad thing about brutalism is that concrete is porous. Over time, that moisture gets to the rebar, and then causes it to rust. When it rusts, it expands, thus the concrete cracks to accommodate this pressure. Unless you put some kind of weatherproofing finish on the concrete or you wish to fashion your rebar out of stainless steel, brutalist architecture has a very short life compared to other building techniques.

Albert Speer talked about it a lot in his book Inside the Third Reich. He himself felt that it was more grandiose in scale than genuinely authentic in purpose and utility than what he envisioned, generally speaking. It was Hitler who wanted the large marbled archways, the grand open spaces.
