Tariffs are doing what Trump needs them to do. He can set taxes on a whim and use that as carrot and stick domestically. He can also use it as a weapon internationally again at a whim. And it's shifted much more of the tax burden to poor people away from the rich in combination with new tax cuts for the rich.
