that said, an actual strike is quite unlikely, since there would be no plausible deniability.
more likely there are other ways to damage the dam in a way that would all but force the dam to be drained.
something like burning out the control circuits for the generators or somehow crippling the floodgates.
wouldn't surprise me if the cia had half a dozen different plans that would barely draw suspicion.
if fact the biggest problem isn't even the dam bursting, but the potential migration of all the people downstream if they think there is a risk of their houses being destroyed, as has been seen in previous floods.
