The onus of voter-protection is not on the individual to protect the status of their vote from people who designed the envelope or document in such a way as to purposely show what the status of the document is.

Since there will inevitably be people who vote against the proposition and also don't know to fold it in a certain way, government negligence or malignance in this case allows bad actors to throw away their vote.
