*Some* car company could've been founded, of course and would have been.
Has there been another German government that put so much emphasis on "Volk", before or after though?
Nazis were very much behind the whole idea behind the company and its initial lineup.
Lemme just quote wiki here:
>Volkswagen was established in 1937 by the German Labour Front (German: Deutsche Arbeitsfront) as part of the Strength Through Joy (German: Kraft durch Freude) program in Berlin.
...
>Adolf Hitler became involved, ordering the production of a basic vehicle capable of transporting two adults and three children at 100 km/h (62 mph). He wanted a car every German family would be able to afford.
German Labour Front:
>the national labour organization of the Nazi Party
Strength Through Joy
>a German NSDAP-operated leisure organization in Nazi Germany.
Hitler and his party were directly involved in the whole thing.
Without Hitler, we may have gotten some sort of DeutschesMachine or whatever, but not VolksWagen.
