Yes, that's been the law for decades. The Equal Access Act prevents schools from picking and choosing what student clubs they approve. If they have clubs they have to let em all form.

This has happened in the past when people have made athiest clubs, muslim clubs, etc.

So yeah if an Oklahoma kid wanted to make a TPUSA club they couldn't stop him. Spoiler alert nobody likes clubs they're already busy enough so most of these are just to annoy the principal.
