The relevant agencies are already and always have been Federal. And they're having to fight coordinated state and municipal level obstruction. It's really annoying that so many people didn't bat an eyelash or care about the open dereliction of city and state governments when it comes to just allowing and even aiding criminal acts to continue in their jurisdictions. They're lying about their homicides rates and letting their own cities fall to homelessness, drugs, and property crimes and being insufferably indignant about anyone pointing it out or offering assistance for a problem they want to pretend isn't happening.

There has always been a solution. But first, one needs to acknowledge the issue with illegal immigration.
Legal immigration allows companies to negotiate lower wages for a lawful and safe job. Don't want to do the OSHA approved job for pennies? Immigrants will. It is a great negotiating tactic to keep wages painfully low. The job is still a legal one though.
Illegal labor is used when there needs to be a threat of deportation. Snitch on your pay being light this month? You get ICE'd. Job unsafe with frequent OSHA violations? How does getting arrested and deported sound? Shut up about safety. Breaks mandatory in this state? Not if you have no rights.

Illegal immigration benefits the worst kind of employer. Enforcement should affect the worst kind of employer. Rather than waste time repeatedly deporting the same people, go after the employer that pays them to come back.
