The real answer is that Japanese law enforcement is thorough and meticulous and operates in a system that favours unbiased exploration of facts instead of political points scoring and adversarial egotism. They don't even bring charges and arrest someone if they aren't 99% certain of a conviction. So the chances of them sentencing someone to death by mistake are astronomically slim.
Whereas by contrast most American cops are idiotic hicks with a sub-high school education who cobble together their cases from string and chewing gum. Do even the most basic research into even a handful of death row cases, particularly those from 20-30 years ago, and the standard of police work on them is often utterly shocking.
Like the guy in Texas where the police had his phone records proving his alibi that he wasn't present at a fatal cop shooting, but they mysteriously 'lost' it. And it was only 'found' weeks before he was scheduled to be executed. I'm not anti death penalty but there are certainly countries that shouldn't have it. And America is ironically one of them.
