I did some back of an envelope maths and I think Ukraine likely caused 10B+ RUB worth of damage if you go by wholesale prices for fuel per ton * 200k tons. Some places say max capacity in the Feodosia terminal is 300k tons but other places say 250k is max so I guessed a bit under.
10B is a lot so garchs will feel pain. But taking that out isn't just going to hurt garchs but also commoners who will have an even stricter fuel ration as well as the military. That Crimea depot was used to supply the Black Sea Fleet (lol) and other shipping as well as the occupying and invading army.

Having scanned some articles briefly, I think Feodosia is probably the biggest tank farm in occupied Ukraine + border regions so that makes it the most valuable target of its type. Ukraine could likely extend this campaign of hitting oil terminals but will be forced to accept a lower payout each time. They'll likely never hit a 10B ruble value again unless they hit targets much deeper in Russia like oil terminals serving Moscow.
