It removes the requirement that federal courts (or the DOJ if a Democrat is in the White House) approve maps with the goal of giving certain districts to blacks. If Democrats control a state's redistricting process, they can still gerrymander all they want. What it stops is Democrats using the federal courts to redoing maps created by Republican controlled states.

Southern states have to draw black-majority congressional districts by law. Those districts always vote Democrat.

The supreme court is going to overturn that requirement. So southern states will be able to redraw districts without worrying about race. This will eliminate a lot of Democrat seats and add a lot of Republican seats.
