The GTHP is a project to double up rail capacity and improve throughput from Secaucus Junction rail station under the Hudson into Penn Station.
The North River tunnels are literally disintegrating so the GTHP will provide a pair of tunnels for use while the North river tunnels are rehabbed, and will ultimately provide twice the rail capacity into and out of Manhattan, as exists now.

This is the 3rd time the project is being shut down. I've been in those tunnels, and I refuse to take the train into Manhattan anymore in large part due to the condition of them. They're going to have to do something about them damn soon, or one day the "nothing ever happens" contingent will have something to talk about.
The TBM is literally sitting in a tunnel underground, ready to go. All the pre-construction survey and design work has been done...twice now. The endpoint tunnel and right-of-way under Hudson Yards has been installed, it's ready to go.

Large infrastructure projects in america are very interesting. This tunnel is similar to california's high speed rail, started in 2008, supposed to connect san francisco with LA. The project is delayed by several decades, they are 30 billion (lol) over budget and the plan was changed. It wont be high speed rail from san fran to LA, it will be a normal train between 2 villages. And its going to go another 30 billion over budget. And there will be another quarter century of delays.

Projects like this in the USA is just handouts, they never materialize, pay for nothing, billions upon billions for nothing. Democrats always freak out when funding is cut like so :

The project was shut down by the Christie admin, years ago, and when revived, had to be started from scratch, all over. Not my problem, but the can keeps getting kicked down the road again and again. The data I collected back in 2016-2019 will soon be too old to use and will require starting all over again.

Democrat projects like this one are rife with fraud, see The Big Dig or California's high speed rail project, or a thousand other examples.

This is the location of the TBM. They had to wall it off and dump hundreds of yards of gravel ofer it to keep the homeless and other shitty people out.

Spent 128 billion on that california train so far, with cost pushing 500 million dollars per mile. The project was scaled back to connect some bumfuck village with bakersfield. High speed rail in China is done for 17 million per mile. Spain and Germany got it under 20 million per mile. America is over 500 million per mile and it wouldn't even be high speed.
