Large infrastructure projects in america are very interesting. This tunnel is similar to california's high speed rail, started in 2008, supposed to connect san francisco with LA. The project is delayed by several decades, they are 30 billion (lol) over budget and the plan was changed. It wont be high speed rail from san fran to LA, it will be a normal train between 2 villages. And its going to go another 30 billion over budget. And there will be another quarter century of delays.
Projects like this in the USA is just handouts, they never materialize, pay for nothing, billions upon billions for nothing. Democrats always freak out when funding is cut like so :

They never freak out and say

Because they know it was never getting built anyway. Meanwhile Europe is covered in high speed rail and china built 20.000 miles of it in 15 years.
