The Russian government doesn't make any decisions on this war. The war is entirely the project of Russia's General Staff, and is so for a good reason.
Ukraine for centuries was a sensitive area for national/border security of Russia (this applies to the Russian Empire, the USSR, and now to the Russian Federation).

By attempting to pull Ukraine into the west, what NATO basically achieved was triggering the natural sequence of events, where the Russian security apparatus would do everything to prevent loss of access to the Black Sea and Carpathian mountains.

In other words, for as long as Russia's army and Generals exist - the war will continue until victory is achieved. And it doesn't matter who is the president of Russia, or if there even is a president or not. Taking out Putin (for example) would make many spooks happy to replace him, even unofficially.
Russia by nature is a security state, and was formed as such since its inception. The country relies so heavily on its spy/security agencies that it's basically governed by them. How did this happen? Russia's entire existence was marked by battling separatism and foreign invaders.

Russian Generals wanted to go full-out on Ukraine already back in 2014, but Putin was the only one who kept stalling because he saw the broader impact in terms of foreign relations, trade, economy. He managed to prolong relative peace as long as possible, to prepare Russia for this war on all non-military fronts. But if he'd infinitely prevent Russia from going into Ukraine, he'd likely be treated as a traitor by the security state, and even potentially charged for treason or taken out by them. This is not a war of a single person. Nor is it a war of a single generation. This is a transgenerational conflict, which keeps repeating and ends with same result every time.
