Because our "offering" to our basic citizenry is getting worse and worse every year. Things are getting more expensive, everything is getting enshittified, the Chinese model looks better in comparison.

That's true actually yes. In speaking to expats, the best way I can describe those parts is ''you can do what you like, but don't draw too much attention or anger the CCP''.
These areas will be like the wild west in that with the passing of time, more and more state control will appear of course.
