The Marines built an autonomous launcher of what was basically an upjumped groundskeeper’s cart. The existing army land based launcher jerry rigged from a few Mk.41s fits in a slightly oversized tractor trailer. Land based launch of a Tomahawk was never difficult the capability was just mothballed due to treaties that are no longer in force.

Tactically Putin should've cut at Dnieper. But I think he still wants it all or as a minimum Odesa + Transnistria and maybe even all the Dnieper HPPs. Besides that there's very few moves that can have significant effect.

Russia hit critical energy infrastructure for 1st time this War last few weeks in response to refinery strikes. If Tomahawks are used, Russia will escalate in response. Russia is controlled by a military elite, not Putin, and they have an almost formulaic approach to War, every escalation is in textbook steps all the way up to nuclear strikes.
