As racist as I am, this is obviously a failure of the mental health system. He was giving off screaming alarm bells and his own family was trying to get him committed but because he hadn't killed anyone yet he was allowed to wander free until he did. If this was just him being a nigger he would have at least snatched her purse on the way out.

well, that's wrong but the fundamental issue is there can be basically 100% confirmed evidence someone is very mentally ill or an aggressive unreformed criminal and many judges will let them out on cashless bail because the prisons have too many people, and when out on bail they end up killing someone or committing more crimes and the judge faces no consequences.
A judge who releases a criminal with a history of violent crime who goes on to commit a violent crime should be thrown in the cell with him.
