Native born Estonians have high rates of HIV, too. SpeakING from living here and witnessing how things really are instead as being given by faked Estonian statistics. Estonian propaganda machine, not that different from the former Soviet one, paints it as a Russian issue while on the ground it's 50/50 egalitarian split. The alkie and druggie Estonian underworld is the only stratum where Estonians and Russian work in tandem.
As related to drugs, because drugs are the main source of HIV in Estonia, the biggest drug bust of late happened in Tartu, the bastion of Estonian identity. Even if we take homo sex, the LGBT is mainly composed of native born Estonians because there still is an intense shame culture around being Russian and being gay. So, all the facts on ground reality points to HIV being an Estonian issue, too.
And then there's another fact. I think Latvia has the same amount of Russians as Estonua. Why is HIV prevalence there so low, then?
As an aside, Estonia has very good PR. It knows how to present itself well. That doesn't mean the state of affairs is as clear cur and honky dory as the statistics portray. For example, the PISA statistic whose discrepancy with Estonian education made even Estonians question the validity of the data, The problem is this: Estonia has very poor math education - there aren't enough teachers, and the teachers are so shit that TTU, Tallinna Technical University, has to offer remedial courses to freshmen because they enter university lacking the fundamental basic math skills that they should have learned in high school. Think about it: university is given high school math courses because freshmen are so shit. Yet, for some fucking reason, Estonia is East Asia tier when it comes to PISA.
So, Estonians statistics is corrupt, and it's not all Russians who are infected with HIV.
