They dont have to make it illegal specifically to leave the city because it defacto is already illegal to leave the city. In nearly every western country it is illegal to walk on highways. And if the entire agenda2030 plan and associated schemes are implimented, then large swaths of the country become no-man-lands as well. So yeah you can 'leave' the city but you can't go anywhere without permission because the vast gaps of non-inhabited lands are -no tresspassing allowed-. What are you going to do, walk hundreds of miles in a single day to get to the next mega city or the next country? No? You going to illegally camp on the highway? illegally enter the nationally protected wild life reserve? illegally tresspass onto someone's farm or whatever? They dont have to make special laws regarding the legality of leaving the city, because it's already done by implication.
