Dude, that literally says that more men have low T (<300 ng/dl) now than in prior periods. Can't happen unless means are decreasing. It also says that 2 different tests/standards were used, which could affect measurements. Overall, more men have low T now than in the past is what the graph says. One issue is if each period has the same mean age since T decreases with age. Also, they probably controlled for men on TRT, but I can't see that here.
