From what I understand God never gave them permission to do chicken sacrifices outside the Holy Temple. Their current chicken swinging thing was a creation during their time in Babylon so they don't forget the tradition but it got mixed in with superstition. I don't even believe the stuff but from a narrative continuity standpoint the reason they can't rebuild the 3rd Temple is because God won't allow it, and because of that their sins haven't been forgiven. I could be wrong since I'm not Jewish but that's the way I understand it.
