Foreigners aren't a huge problem in Japan. It's basically zoomers of all nations being fucking shitwads.
The real problem with foreigners are there are seed communities now which in 20 years could easily become the next Rotterham or Manchester or whatever. Even today, they are disturbing of the peace and increasing distanced from any need to assimilate.

My rule for foreigners is no chinatowns. An establishment owned and run by foreigners but exclusively to benefit a majority Japanese clientelle is fine. Once it's Nepalese food for the Nepalese workers, and a Nepalese speaking immigration attorney. Once greater than 5% of any community receives welfare of any kind, then the spigot turns off and you look for reasons to send people home.

Yeah anyway, the communities that exist today ARE a problem because they WILL become Rotterham. But as of yet it is true that there are minimal disruptions and most of the foreigner hate is exaggerations of social media behavior.

That said, Japanese are intuitive enough to sense Rotterham coming and wanting to stop it.

How could you enforce/distinguish that?
I'm a gaijin, I like a lot of things about Japan but not the food, so I often go to import stores and restaurants which cater to my home country's cuisine.
Most if not all of them serve mainly Japanese customers, just because demographics (there just aren't that many gaijin around, and Japanese people like foreign foods too) but like... would they have to turn people away if they got over 50% foreign? Would they have to check proof of citizenship at the door?
I know there's talk about avoiding foreign enclaves at the governmental level (and there you could at least control things a bit by not issuing new visas in towns/neighborhoods that have too many immigrants) but doing it business by business seems impossible.
