Gorbi had a plan to basically liberalize the USSR, try to do the market reforms needed to end their stagnation, cut back on the useless military over expenditure, etc. The trouble with this is that it started to panic the nomenklatura, and so they tried to coup him. At the time the union was pretty unstable and so all the Eastern European states that, let’s face it, really didn’t want to be in the union to begin with ran for the exits. That’s when Russia dissolved the union because they didn’t want to be in a majority Muslim/Asian country. This lead to even more instability and the 1990s lulzfest with anarchocapitalism. The same people (the siloviki) especially those in the KGB/FSB, and MoD then ended up taking control again after the failed first war in Chechnya and some apartment bombings (that they may have had a hand in) and spent the next ten years blaming Gorbi for the thing they caused while desperately thrashing around to try and make up for the utter humiliation that was the collapse of the USSR. It’s not really a deep plan. Just a bunch of lead poisoned homo sovieticus boomers with fetal alcohol syndrome wrecking things because they don’t know how to deal with their colossal inferiority complex.
