other countries do but only China does it on large scale - they control the export market. Russia for example produces all of these things but only in quantities needed for internal use most of the time. They are often just byproducts of other industrial processes like aluminum manufacturing. If a country does that on large scale it's relatively easy to add the processing to produce the rare earth mineral. this is only worth it if you can use it internally, because China has the export market share. Now that USA is a willing customer there is market share available but it will take several years for anyone to ramp up to meet it, which is too long for the current geopolitical reality.

From what I've read, Spain also had some kind of huge mine for fertilizers that all of Europe relies on Canada for.

The mining has been halted because of some kind of bureaucratic mistake in one of the licensing documents. Not even a missing requirement, just some kind of formal error.

The company called it off because they had already been waiting for decades over stuff like that and couldn't afford it anymore.

praesodymium and neodymium are notoriously difficult to separate (this is true for practically all lanthanides btw), the Chinese invented the process, amongst others, on an *industrial* scale, and no way Swedish environmental laws would allow for it. There is an emergency meeting in London today for the EU
They passed the recent sanctions package without consulting anyone, came out and congratulated themsleves
That lasted about 5 minutes until pretty much every major defense supplier across Italy, Germany and France pointed out they have just completely fucked their own ability to make any weapons
