Not exactly. Gifs have been 4mb for as long as I can remember but jpgs and pngs outside of /hr/ have been 2mb I believe. Webms were 3mb from introduction in the vp8 era through the first year or so of the vp9 era at which point it got lifted to 4mb to match gif. That was 3 years ago or so.
