To any real Indian who's actually serious here....is it true Modi is finding a way to dump as many people as possible in other countries because there are simply too many of them in India and there's just no way of supporting that many?

Other parties did try but the West was not enemies with China at that time.
For example, in 2005, Singapore signed CECA, and you know SIngapore has a large population of Indians now. Singapore officials continue to deny that CECA accelerated migration, but if you ask anyone from Singapore, they'd tell you that the reality is different.
Now that the West (includes Japan, Taiwan, etc.) is enemies with China, India can assert itself and demand relaxations in labour movement in any deal we sign.
