Not either way. Africa was lawless and there were simply not government structures to enforce slavery in any serious way. For example if a slave escaped and ran 1 km, he would get lost in the bush and that would be it. In civilization you get things like continental-scale manhunts that cant be organized by some random chief.
Local african chiefs didnt have much use for slaves, there was nothing to use them for, no projects.

Slavery got serious because some african chiefs got enough money from selling them to arabs and europeans, and could then organize police forces. Isolated, they had not much slavery, because they had no use for slaves. No plantations, no mines, no projects.
