I don't know what the truth is, I'm just translating/reporting what the article says.
This was not done by employees, but just random taxpayers.
When you fill in your report, you can list other "personnes a charge" (dependants, people you are supporting financially).
This is to get some sort of tax credit if you e.g. help your handicapped relatives, etc.
As a prank/protest, some guy listed all the members of the government as those financial dependants. He also listed "Jean-Michel, dit Brigitte Macron" as one of those dependants.
A legit bug in the tax system used that information to update the account of Brigitte Macron.
I don't know if any of that is true, but that's the story they are going with. It's hard to believe that a third-party account would be used as a source to update another account.
But the people who did it where tried and found not guilty, because they could not anticipate this would actually change the system.
