Arranged marriages are a step too far, they promote both the dependence on and the growth of a marriage brokering system. Pre-Communist China is the best example, a civilization that has practiced arranged marriage for centuries. In traditional Chinese culture marriage was a matter of horse-trading between families, it wasn't about what was best for the groom it was about what was best for the groom's parents or grandparents, with them often pairing him with whomever brought them maximum benefits. To facilitate this, the various aunts and female relatives would act as low level middle-women and often get in touch with matchmakers, women who specialize in meddling in other people's affairs to help negotiate a marriage. Why not men? Because normal masculine men have neither the time nor patience to sort through out people's love lives beyond evaluating the benefits of a potential match for their younger family members and rubbing stamping the final contract, the majority of the bargaining being done by mothers and aunts. Now this is not wholly bad because it guarantees the groom a virgin bride with literally no effort, but it stunts the growth of his social skills in regards to women, he doesn't know how to court and he doesn't know how to deal with women beyond wielding the power that society gives them. There is no selection for social skill in order to breed so as a result the Chinese man utterly lacks game, he flounders without the system. This is why Chinese-Americans are so utterly helpless when forced to compete with white men, they are men with courtship instincts that have been eroded by centuries arranged marriage.

The real solution is to make divorce totally and utterly illegal save in the direst of circumstances and to eliminate all forms of welfare for unwed women. Women will have to marry early and for life in order to survive. Men will have to court but only once in their lives, one and done.
