One time I copied a scene from this show on the playground, and it didn't go so well.
I tied a rope around my leg and went down a tube slide. I ended up hanging by the rope in the middle of the slide for a while and people had to come and rescue me.

In a police situation, you draw it to hopefully get the other person to stop doing a bad thing because unless they're stupid, they should feel it's in their own best interests to stop doing bad thing and come quietly, or else they go bye bye.
In military situations its used to eliminate targets in service to a goal. Keeping tactical supremacy over an area for example, helps deter any fighting from taking place in that area so you can get food and setup hospitals closer to a front. A front is what you often use guns to break through. People that want to shoot you back for their own goals are not innocent, they're combatants.
Criminals do use guns for terrorizing people, true, but that is because they're criminals. They're the bad people that sometimes you have to shoot to stop them from doing bad thing,
