That's the government's job
Why do thirdies like Indians and Zimbabwean always blame the ever elusive "government" or "leaders" for their woes? Indians will throw trash out of moving trains and then blame the government for the litter. Why don't they have any "civic sense" or duty when it comes to just basic hygiene and aesthetics?
With Indians it is especially perplexing. They will put on these grand wedding parties and keep their temples immaculate but you take one step outside the venue onto the public sidewalk and there are high voltage lines dangling mere feet from your head, piles of organic and inorganic waste built up along the side of every building. Farm animals wandering the streets or laying dead and decaying.
It's like their conception of beauty stops just past their property line.
I visited Varanasi and the smell was just so bad. It's just incredibly polluted. It was worse than anything I have experienced traveling even in places like Sudan which I found to be quite nice.
