Realistically russia can't send much in a single plane. Maybe a SAM or ASM to hurt the US. But the most valuable resource would be experts who can assess the situation and advice Venezuela on how to best manage what it already has to inflict maximum damage to the US. At least that is what I would do. But I also would send ASM's as they don't need nearly as much training and can sink a carrier. P800 is mach 3 on the deck and cannot be shot down by us ships
