You could easily argue that none of them are capable of making a sensible choice about their own predicament and their continued behavior is a nuisance to everyone around them. The correlation between the homicide rate and the dumping of untreated psychotics and psychopaths into the general population (reduction in mental health beds) is something like 0.94.
It isn't just the US either, the same effect is seen in other countries which pursued care in the community policies (UK, Aus etc). A little less lethal due to fewer guns.
However you'll note that the murders which triggered UK and Aus gun legislation happened post "care in the community" implementation. i.e. The perpetrators would likely have been locked up or at least medicated, in prior decades.
UK example being Dunblane in 1996. With large scale mental health bed reductions beginning in the 1980s.

Homeless with mental illness weren't driving force with murders, just a contributing factor, the main reason was societal collapse of nigger infested cities. That is also when desegregation and white flight from inner cities happened. That fucked the tax base in the cities.
