Sure, but they are kept out of the gates. In government housing. The average waiting period is around 5000 years in heaven time. Until you are approved, you have to wait by the gates. Saint Peter ends up sending most of them to hell for whining.

All KEK aside. I don't know, but I assume so. I doubt we will have much in common with our current forms at that point, though. I am not much of a theologian. Most dogma of the subject comes from art, like the Divine Comedy, not scripture. But my first answer is funnier.

Among the various theosophical philosophies there are many that reference reincarnation.

Animals have a "group soul". They have almost no concept of "self" or "other" so when they die their soul merges back into the "group soul" for their species until it reincarnates.
When an animal eventually begins to internalize the concepts of "self", "other", and all the relationships between the two, then they are ready to reincarnate as the lowest level of humanity.
So there's one simple question you need to ask about various shitskins:
